#	Users with sufficient <a href="@perm">permissions</a> can create <em>vocabularies</em> and <em>terms</em> through the <a href="@taxo">Taxonomy page</a>. The page listing the terms provides a drag-and-drop interface for controlling the order of the terms and sub-terms within a vocabulary, in a hierarchical fashion.
